Man arrested after allegedly planning to have sex with a minor

An undercover agent arrested a man who allegedly thought he was meeting a 13-year-old for sex following a chat with her over the Internet, phone and text messaging.

Ian Victor Kincheloe, 25, of Laguna Hills was arrested on suspicion of attempting to have sex with a minor on Aug. 3 at the Huntington Beach Pier, said Orange County Sheriff’s Department spokesman Jim Amormino.

The agent is part of a task force of investigators from the Department of Homeland Security, U.S. Postal Service and the OCSD that investigates Internet child exploitation.

“He thought he was targeting a 13-year-old girl, but he was actually talking to an agent from Homeland Security,” Amormino said.

Kincheloe discussed specific sex acts with the agent on Aug. 2; the two agreed to meet at the pier the next day, Amormino said.

Police found condoms, handcuffs and alcohol in his vehicle, Amormino said. He had also allegedly arranged for a hotel stay near Fashion Island in Newport Beach.

He was released the same day on $100,000 bail. His court hearing is expected to be set within the next 30 days, Amormino said.
